​Middle East District's Mission

The Middle East District provides quality, responsive engineering, construction and related reach-back services on time, within budget, and safely to satisfy our customers, partners, and stakeholders in responding to military operations, international objectives overseas, and national emergencies. The Middle East District is a subordinate element of the Transatlantic Division, U.S. Army Corps of Engineers.
 
Contingency Standard Designs
 
The primary focus of the Contingency Standard Designs is to provide standard designs that will meet current and future contingency operational needs. The ultimate goal is to provide standard facility designs that will be constructed using local materials and building methods to reduce the overall construction costs and significantly reduce construction completion timeframes.
 
The overarching objective of the Contingency Standard Designs program is to provide a mechanism or a system that allows the in-experienced user to develop DD Form 1391s that are clearly defined with accurate cost estimates which will reduce the cost validation effort currently being executed by the Middle East Division’s (MED) Cost Engineering Branch.
 
The overall design shall meet the “Temporary” standards specified in the USCENTCOM Regulation 415-1 (“Sand Book”) under the category of Contingency.   Each facility design shall include the necessary level of force protection.  Each standard design facility is assumed to be located at a secure military installation within a controlled perimeter.  Each facility has been designed to include safety and fire prevention to meet minimal military and national building code requirements to the extent possible and practical.  In general, each facility design package shall provide a 80% design solution.  Each design is generic in nature; modifications will be required to conform to particular site conditions.
