Reporting/Approval of Cost Increases (Reprogramming)

Purpose:  This process describes how the total Army team (GD, COS, MSC, HQUSACE, Installation, IMCOM, OACSIM) handles reprogramming actions (Below Threshold and Above Threshold). The COS is responsible to provide timely CWE information to the GD PM so the CWE spreadsheet and other description of the project can be developed.

Process:

  1. In situations where the project CWE exceeds the PA, the Cost Issue Resolution process will be used to resolve the issue. The GD PM is responsible to fully document the CWE/PA issue in P2 Issues comment field.

  2. AR 420-1 describes the processes and requirements for Below Threshold Reprogramming (BTR) and Above Threshold Reprogramming (ATR). GD PMs will follow the guidance in the FY08 Execution memo, AR 420-1 and Reprogramming Requests and Notification of Scope Reduction memo dated 6 Jun 06 to process BTR and ATR reprogramming action

    The COS is responsible to provide CWE information for their portion of the project to the GD. The current approval thresholds are:

  1. The RIT is responsible for ensuring the BTR and ATR packages are prepared and staffed through HQUSACE and submitted to OACSIM in order to obtain approvals within the needed timeframes.
